Incoming Researcher Guide
The Office of International Affairs runs Erasmus+ and Mevlana Programmes. Within the scope of Erasmus+ Programme, KA103 and KA107 Programmes are run. In each programme, the faculty members should give a short-term course (8 hours for a one week mobility).
Mevlana Programme
Council of Higher Education runs Mevlana Programme. Higher Education Institutions who signed a Mevlana Exchange Protocol can participate in the programme. Faculty members should teach 6 hours in a one-week mobility.
Erasmus+ KA131 Programme
With Erasmus+ Programme, mobilities to EU member countries and Norway, Iceland, Liechtenstein, Switzerland, Macedonia can be realized. With the same programme, faculty members from European Countries can also realize their mobilities at Atatürk University. Foreign faculty members should apply to their International Relations Office to participate in the programme.
Erasmus+ KA171 Programme
KA107 Programme includes the mobilities with Partner Countries. Within this framework, our university has partnership with Jordan and Lebanon and we can send and welcome faculty members to/from Jordan and Lebanon.
Erasmus+ Staff mobility is an educational exchange project which allows HEI (Higher Education Institution) teaching staff or staff from enterprises to teach at a partner HEI abroad. Staff mobility for teaching can be in any subject area/academic discipline.
National Agency outlines the scope of the staff mobility as a form of training events abroad (excluding conferences) and job shadowing/observation periods/training at a partner HEI, or at another relevant organization abroad. Erasmus+ provides teaching opportunities for the teaching staff of higher education institutions and staff invited from enterprises. Training opportunities are also available for teaching and non-teaching staff employed in a higher education institution.

MEVLANA EXCHANGE PROGRAM INTRODUCTION
-All signed Mevlana Exchange Program protocols and quotas are announced on related institutions’s web page and application call is announced for academic staffs who want to join to this program.
-Detailed information about application process and payments are given in announcements. Announcements are published on the web page at least 15 days.
-All applications within the scope of mobility of academic staff are accepted at the end of the deadline of announcement.
-All applications are recorded by higher education institutions that have Mevlana Exchange Protocol. And one of the copies of that applications are stored up by related Higher Eduction Institution’s Mevlana Office.
-The basic related document of academic staff mobility, prepared by attending academic staff, is the Academic Staff Mobility Plan. Academic staff’s all activities are particularly indicated in that plan. That plan is approved by academic staff’s own institution’s and the related academic institution’s administrative body.
– Academic staff Mobility Plan must be submitted to the academic staff’s own institution’s Mevlana Exchange Program.
– Academic staff Mobility Plan is submitted to the Mevlana Exchange Program offices at least 15 days before the implementation.In that plan the education language of the applied higher education institution, in which language the academic staff is going to give lecture and the level of language are identified.
-In mobility, academic staff who is applying this program fort he first time has priority.
-Academic staff who has right to participate in Mevlana Mobility is announced on the web page of the Higher Education Institution.
– Academic staff who has right to participate to the program and not participate after selection process can not apply to this program within three years.

PROJECT – BASED MEVLANA EXCHANGE ROGRAM
Within the framework of Project-based Mevlane Exchange Program student and academic staff mobilities are supported in countrie, about the subjects that are identified by Higher Education Institution of Turkey.
Application Date
Application date is defined by Higher Education Institution. 29.04.2016 was the deadline of 2016 academic year. 2017 academic year deadline is supposed to be 2017, April.
Substantial Issues About Mevlana Projects
1.The most important difference among Mevlana Projects and other scientific projects is Mevlana Projects are only supporting round trip mobility costs. The main factor of that program is to support round trip costs and accommodation costs while studying, in order to provide opportunity to institutions that have scientific compotence and hardware.
2.As in other scientific projects an application form that is including both detailed project process and concluding must be filled in Mevlana projects. And at the end of the projects there must be beneficial scientific outputs.
3.Projects that just including academic staff mobility have little chance in selecting process. It is suggested that projects should be planned including mutual mobility of academic staff and student.
4.Projects are carried out with nearly all world countries.Clickto see the Project Countries List.

6.In order to do Project we must have Mevlane Exchange Program Protocol with abroad university. If there is not any agreement between our university and the university that you want to do Project, get in contact with Office of International Affairs in order to initiate agreement process.
Agreement Process is as in the below;
-Office of International Affairs send ‘’Recognition Form’’ about the abroad university to the HEI, if it is identified or not by HEI of Turkey.
-Filling up Mevlane Exchange Program Protocol by institutions which will make agreement(Agreement List, Institutionl Codes / List).
-Completing of the signing process by Office of International Affairs.
The Process related with Project-Based Mevlane Exchange Program
1.Identification of Project subject and partner by the institution which will do Project and completing of the agreement process if there is no agreement before. |
2. Filling up Project Form that also include partner institution’s information. |
3.If there is any other support for the Project, it is necessary to indicate add documents to the Project Form. |
4.The filled documents are sent to the HEI of Turkey by Office of International Affairs |
5.Projects are evaluated by HEI if they can be supported or not |
Issues related with Project Budjects
Project budgets are defined by HEI for each project’s itself. In addition to this, issues related with budget and payment are as in the below;
-A payment will be made to the mobility students who are studying at bachelor’s degree which will not exceed the threefold of montly tuition established for students in Law No 5102.
– A payment will be made to the academic staff which will not exceed the upper limit established in the ‘ The Decision regarding Daily Expenses while Abroad ’ and confirmed by the Decision of Council of Ministers in the relevant year according to the 34th item of the Travel Expense Law No 6245.
-The budgets for machinery and equipment will be evaluated separately by HEI and no payment wil be made to cover the cost of these items. But if there is any other cost item it must be indicated in the Project Proposal Application Form.

Estimated Living Expenses
An international student on average must spend around 350-500 USD per month for housing, clothing, entertainment, public-transport and telephone. Books and other administrative expenses are around $ 100 per semester. However, it should be noted that your living standard could change these prices considerably.
Erzurum is a good choice for a good education in a good university with a quiet student life and a wide range of places. Ataturk University is one of the most prominent cities in Turkey with its activities and facilities related to winter sports, with 300.000 students and more than 2000 international students. One of the important elements of Turkey and Erzurum in particular is that it can offer a better quality standard with a cheaper lifestyle compared to other cities and countries.

Visa Procedures
Short-term visa applications are carried out e-visa through an online application system and visa can be issued within 3 days. (https://www.evisa.gov.tr/en/)
However, the short-term visa only serves for touristic or commercial purposes. For work or study purposes, visas could only be obtained through Turkish Embassies or Consulates.
Regardless of your status, as an exchange student or staff, you need to get Residence Permit from the Bureau of Foreign Residence Registration (Immigration Management) in Erzurum within a month following your arrival.
Our office will send an official notification letter to the Migration Office on your behalf. In order to apply for Residence Permit, you need:
- Application form – The Migration Office provides
- Copy of the passport page with photo
- Copy of the passport page that has last entry stamp on
- 5 passport size photos
- Application fee (5476.80 TL for 2024)

Housing (Researcher)
Atatürk University consists of 3 guests houses, two of them are on the campus and one of them is outside the campus. There is one hotel apart from guesthouses on campus, too. Incoming academic staff can accommodate there if they want. Please click here to see hotel list in Erzurum.
